In addition to online monitoring and data viewing, video surveillance is also installed in key parts of state-controlled and provincial-controlled key monitoring enterprises, such as chimneys and online monitoring rooms. Chimneys emit black smoke, which can be seen by environmental protection departments through surveillance video. If the enterprise personnel "manipulate" the online monitoring equipment, the video can also be seen.

At the same time, environmental monitors will also compare and monitor the on-line monitoring equipment of enterprises. At the same time, after sampling, if there is a big difference between the manual monitoring results of the monitors and the results displayed by the online monitoring equipment, the environmental protection department will start the relevant investigation procedures to see whether the enterprises have cheated.

Beyond the standard, the instrument has the final say.

At present, the environmental law enforcement departments of various cities (prefectures) are equipped with portable on-site supervision equipment, and the emission standards exceed the standard. The instruments have the final say, and the scientific and technological means make the on-site law enforcement more authoritative.

Environmental protection departments in Chengdu and other cities are equipped with UAVs. Enterprises suspected of discharging waste gas in disorder can use UAV aerial photography to obtain evidence even if their doors are closed. "Whether the pollution control facilities are in normal operation or not, UAVs can accurately locate and shoot."

Do your homework first in an undercover investigation

On-site inspection is also an important means for environmental protection departments to supervise large polluters. "In the future, on-site inspection of enterprises will mainly take the form of undercover investigation." The person in charge said that environmental law enforcement officers should do their homework first, such as this time focusing on the investigation of atmospheric emissions from cement plants, how to check, how to detect false pretenses, and advanced industry business training.

At the same time, increase raid inspections, passing enterprises "a moment", first sampling evidence, and then go in to check whether the pollution treatment facilities are functioning properly, so that enterprises have no time to cheat. Undercover investigation and raid inspection will greatly increase the proportion of environmental violations found.
